That actually looks like the water normalmap aplied to all surfaces as if it's a detailtexture.
Hear me out on this one. CTF Suijin, where the flags are on that little island to the cliff side of you.

Neopets was awesome back in the day.
I tried getting on it a few months ago and I can safely say it has literally gotten worse over the years.
