I want to use IRC, but from my knowledge of it you can't use it while in-game in the way that you can shift + tab for steam.

If you open IRC in a web browser (explained in the connection guide) you can shift tab to it the same way. You do have to start it in game though, it doesn't carry over.

You could also just run -window -noborder and alt tab.
