does anyone have any experience with tiny, tiny func_details acting in this manner (the size of the railings are 1/3hu)?

Really small stuff can be erratic sometimes: Standard wisdom is to never drop below 1hu. I'd just skip the railings.

It's not just standard wisdom it's a hard limit of the source engine. It can't do brushes that are below 1hu in any dimension. Those are called Microbrushes and will never work. If you NEED something to be smaller than 1hu in any dimension, you have to use a model.

I can't even get brushes whose individual corner nodes are at half-unit positions to stay put. It's like the way Hammer handles floating-point decimals forces 0.5 to be rounded up or down to some irrational number.

i've made ladders by compressing an entire staircase to 1 hu total. i think they still work, dude.
