completely new model,stats etc. made by valve.

No because they still haven't balanced all already existing weapons
I highly doubt they will, actually. We all know what Valve gets from game. The models can be get from modelling community just like maps from this one, so valve don't really have a need of it.
If the next update is going to be the competitive update, I doubt Valve will release a new weapon that hasn't been publicly tested for balance yet.
I'm holding out hope that they'll release skins for some non-stock weapons

A part of me would quite like new weapons for interesting novelty value, but i'm sticking by my guns that valve should be removing things before adding new things.
I've always welcomed new weapons, however new weapon skins almost always annoyed me, to be honest. Also, this may be a testament to the fact that I haven't played tf2 in over a year but what balance changes do you all feel need to be fixed that are apparently so important? If it's too many to list them what are the major ones?
I mean, Tough Break made new weapons out of the Claid and the Persian Persuader.
If you'd ask me right after Gun Mettle, then yes, add new weapons. But now that Tough Break is also an update Valve should focus on getting the current weapons balanced first.
If they release match making and a new weapon in the next big update, imagine what the first month or two of match making would be like with an extremely over powered/unbalanced new weapon. I think it would be cool to see some new weapons, but not in the next major update, and not until they've finally balanced the existing weapons.
New weapons aren't what make TF2 interesting. If anything they make it worse. New weapons are either too strong and become the new standard or become unfun to play against, or too weak and are never used by anyone. Barely any of the millions of weapons added since launch actually offer much of a trade off.
We're also long past the point at which you can easily keep up with what weapon someone else is using and adjust your play accordingly. It's possible for a few obvious ones, but for the most part it's just "man with gun"
(Don't get me wrong, I would like a proper inspect animation for the sharp dresser.)
I'd like to see more weapons like the Iron Bomber, that function similarly to their stock counterpart with minor changes, the game is long overdue for a slug round shotgun, or an SMG that shoots fire, but what I really want is for the Huo-Long Heater to be useful :|
Will it have new weapons? Probably, yeah. Should it? I don't think so
The game has gotten so cluttered over the years that honestly at this point scrapping everything and starting fresh with TF3 doesn't sound like that bad of an idea
Maybe if they tweaked the stats of rarely used weapons like the sun-on-a-stick so they were actually useful, then people would just think they were new.
I do think the primary focus of the TF2 team should be re-balancing weapons, however if they come up with an interesting, balanced concept for a few weapon that wouldn't really work for their rebalacing effort (like say it's a completely different type of weapon then we have currently, like the BASE Jumper was, or say they come up with a new engie secondary that's completely different from the Pistol, Wrangler or the Short Circuit) I would like to see them add it to the game. Just saying "No they should only rebalance" seems kinda short sighted.
TF2 Gets new weapons when the meta gets uber stale, and with techically new weapons being added'/rebalanced during the updates we dont really need new toys to play with, but it would still be cool.
Unlikely mind you, very unlikely due to comp, but at least add some cool space skins and ill be happy volvo.
(used to hate skins, but now since their here forever might as well embrace em)
