Looks like an excellent start! Exaggerate the proportions a bit to make it more TF2y and it'll look even better :D

Remember to cheat a lot when it comes to LOD versions. You'd be surprised what you can get away with.

Yeah, that's quite a good start.

I wouldn't bother modeling the treads unless you're hoping to bake them into an ambient occlusion map and then remove them later. Only very large treads are modeled in the TF2 style (see the tractor wheel, possibly the dump trucks). I'd also dump the details on the handles for the same reasons. Most stuff like that in TF2 is baked in via AO or painted on.

Otherwise, what other folks have said -- exaggerate the proportions. Think of how big the TF2 character's hands are (they're HUGE) and imagine how people with hands that large would have to build something. Thicken up the metal plates, etc.

I would like to keep and slightly modify treads because they are quite large and visible from far away. Yes, when I need to do lods I'll delete them.

I'll try to do all that is in proportion to the arms, the height and width. By the way can I view other people's models and take some finished parts or do something similar? I'm not sure it's ok.

No, please don't do that without their permission.

You can do some kitbashing with the Valve models if you need to, but you shouldn't use non-Valve models to do that. And generally you only want to use the Valve models when they need to match existing models in game (for example, you need a different gameplay sign, or a security fence with a cut out section, or a custom cart with the same wooden frame and dispenser, etc, etc).

Otherwise just use existing models as reference to see how people made this or that, or how they handled the topology or textures.

Ironically, props like the desk telephone — which characters would hold in their giant hands — are disproportionately small compared to most of the outdoor machinery. I remember trying to put binders on a shelf next to some auto maintenance equipment, with the idea being that they contain the operating manuals, and noticing that they were downright tiny and looked terrible.

I don't know if this is the best place to ask, but how big are the mercs?
I need this information for a fishing shack model were you can place a ammo/health pack.

Their visual heights vary, but the minimum amount of space they can fit into is 83 units. I would make it taller though, anything less than 100 or so is cramped.

Try using some impressionist techniques when shading in TF2. When you look at impressionist paintings, rather than apply shadows as black or gray on a color, impressionists would use complementary colors or darker versions of the same color.

You can see here how shadowed snow is a deep purplish blue color. Looks totally natural and normal. Do that.
