My dual-moniter set-up makes it hard, so I'll type them up:

Start Disabled: No
Start locked: No
Print Name: Tunnel
Group Index: 0
Default Owner: Red
Index: 00

Name: cp2
Start Disabled: No
Start locked: No
Print Name: Hill
Group Index: 0
Default Owner: Red
Index: 01

Name: cp3
Start Disabled: No
Start locked: No
Print Name: Last
Group Index: 0
Default Owner: Red
Index: 02

I think Start Locked might be where the problem lies. I didn't even see it until now.

@Dakotastrophe forgive me for decompiling your map, it was the quickest way I could look at your vmf and get an answer to you. In the properties of cp2 and cp3, you need to set Blue Previous Required Point 1 to the name of the previous point. So cp2 should have cp1 in this field, and cp3 should have cp2.
