Unfortunately not at the moment. Best as I can tell, the server that grabs demo files actually removes the original files from the game servers, so any demos that were captured while the demo server was still operational are currently inaccessible. Once the server is back up and running, your demo file should be accessible.

demos are still inaccessible even for staff I believe

Only demos that were recorded while the demo server was active are inaccessible. Demos recorded from the 29th onwards are fine.

I did not find a demo for pl_highwood_b6 on the EU server. If the demo is from before January 30th, it is probably being held hostage by the demo server.
