Reworking a map while keeping the layout somewhat the same is harder than I thought, although it's slowly getting there.
Left is old version, right is newer.

There are still some parts I'm unsatisfied with, namely the side spawn building in the first 2 screenshots. And the huge empty space on the upper area in the 3rd screesnhot. But I guess I'll find something for it eventually.

Also tried to replicate one of those ancient Mayan towers. I think it turned out fine.

I can't rewrite hammer, I only have access to the old leaked source code. I'm using dll injection to try and add some improvements to hammer, but im not sure how much I can actually do.

All you'd have to do is drop the CompilePal source code in there and reprogram the Run command to pull that up instead of the normal compile dialog. (More or less; obviously it's more complicated than I made it sound but way easier then rewriting the compile tools from scratch.) Wouldn't even have to sacrifice lightmapped props and whatever else has been introduced since 2007 that's incompatible with the old tools.

I think you could rename compilepal to vbsp.exe and run BSP only compile in Hammer to get identical result

Well, no, because CompilePal needs to be able to run VBSP and now you don't have one in the bin folder.
