Please please please, could we dictate a single config pack used for judging all the maps? I'm willing to bet there were a fair few amount of judges last detailing contest that didn't have essential things for making a map as pretty as possible such as decals, HDR, or mat_phong. This kinda thing needs to get consolidated so the people making maps and the people judging them are seeing literally the same thing.

Both. You can go as high or low in the map as you'd like though, so you can have a 2048x2048 skybox set below or above a 2048x2048 playable area.

Btw, prepare for a blocky yet powerful environment from me.

Yes, your skybox also has to be within the 2048x2048 limit. Just place it below or above you're map and you're fine.

Hey what determines whether a prop is out of bounds? Is it the actual model, or the bouding box? Because I have a prop that has all the geometry in the size limit, but its actual bounding box pokes out a little bit.

Is it okay to have props slightly sticking out of the 2048 squared area?
Yes, however as the containing bounds of your map must contain exactly 2048x2048 (or less) area, any prop origins which are outside these bounds will leak! And that won't be good! So keep your origins inside this space for your sake.
