What do you want out of making a map? I can't tell you if it's worth it to make an arena map without knowing what anything is worth to you.
Might not be a very popular gamemode anymore, but there's still community servers playing it.
You shouldn't map "for what it's worth", map for fun instead!
If you enjoy playing Arena or want to shake up the formula, go for it! Don't be held back by the popularity, or apparent lack thereof, of the mode, since adding the map to IMPs on the TF2maps discord will mean it gets played on a server of around 32 players - and since Byre, a community arena map, was made official in Invasion, I'd say it's totally worth it.
Yup. Besides, TF2Maps IMP tests don't discriminate based on the map's gamemode, as long as it's not MvM or requires special plugins (which Arena is neither of those). Your arena map will get tested.
Worst case scenario, you convert it into KOTH!
