True, but this is about the same amount of time it takes to get into CS:GO's comp as well. I do see what you mean, though.

I think they should have had the Casual requirement to be level 50 or 100 so everyone knows that if they play causal they know the ins and outs of the game.
That is a terrible idea. First off, how would you level up if you can only play Casual starting at level 50?
Did you mean that they'd have to be 50+ in Casual to play Competitive? If so, that'd at least make some sense, but I think 25+ would be a better starting point.
With a much smaller user base than games like CS:GO and Overwatch, the system isn't going to be super robust. Especially depending on what time you try.Update
I think this may still be broke. I am still getting in games with 3-4 red tear players and I am only level one. With my new account. So Valve I think never had the new system working before it was shipped.
Afaik the visible tiers just show playtime, while the matching is done by actual skillUpdate
