So, payload carts don't count as moving trains. Would a platform of another type (floating island, tram, hand-cart like you see in some silent films) count? Also, would a payload train like in Frontier count?

I'm not sure what you mean. You just need to figure out what row, column, or diagonal of 5 consecutive spaces you'll be building your map from. If you're asking if there's some form you need to fill out, or somewhere you need to enter which row/column/diagonal you're using, no, there isn't.
