The turret as a whole is weird. If you're gonna make a submarine, give it a smooth top - what you have now would create a whole lot of drag underwater. If you're gonna put a turret on the thing, make it a destroyer or something U-boat-like.

IDK, I think the turret would be worth it, to just have a round tube poking out of the water would be harder to notice, plus the water would muffle the sound of the turret. The only hard thing would be getting the water out of the tube.

Water carries sound further than air, so above the surface of the water, it would be heard at a larger distance.

The turret would also create undo drag, thus making more noise in general. Something you don't want with a sub.
