Well, I emailed Robin a few days ago asking about what criteria would need to be filled to get a community weapon along with a couple of other things. Still waiting for a reply, but aparantly he responds to every email.

you've been misinformed.

The current criteria are: Having signed a contract to sell x number of assets to valve for tf2, that covers all the community map makers and everyone who contributed content to their maps.
