Who's the creator of Thunder Mountain? Obviously, it's Valve, but I'm asking what exact person made that map. If it's multiple people, then I'm asking for the one that made the gameplay.

I don't think that's something we particularly know. Iikka Keranen from Valve has been known to leave a signature made of brushes hidden on his maps, but I don't think he made Thunder Mountain. If you email someone who works at Valve you could possibly get an answer.
