You can change it yourself. Just hover over your profile link on topbar and there is option "Change username" https://tf2maps.net/account/change-username

You need certain permissions to change your name, so its still useful for people without it.

I'd also like to ask: Are these requirements a necessity? Why are they here in the first place, why not permit new members to change names? Being able to do it no more frequent than once per 180 days is enough of a limit it seems to me.

I guess one of the requirements do encourage you to keep posting and interact with other users on the site, but then again, all you need is 30 posts.
