If I have a dynamic prop that animates on a loop, is there any way to randomize what frame they start on so I can put a bunch of them side by side and they won't move in unison?

You mean randomize the starting time. Animations in source use keyframes and interpolation, do they not?

I don't know if they do or not; I do know that I'm able to export models from 3DS Max, which lets me create keyframe animations but has a timeline with discrete frames.

While I'm not sure that there's a more elegant way to do this, you could have them all start in a non-animated state and then switch them to their animated state at different times via I/O.
