Just a note to Mangy first: When I first met you, you came off as an arrogant, know-it-all teenager. You still do kind of come off like an arrogant know-it-all, but it seems to be like me and my sarcasm. Since I've known you for longer, you aren't as much of an arrogant know-it-all as you used to be, but you did come off as one first.
I think asking us to do at least 13 maps is fine. But I think asking the judges to do detailed reviews of twenty six is not fine. I'll give you an analogy in italics with what we could do in normal face.
There are twenty six entries in an art contest. The first round of judging is done strictly by the public. All the art is hung up at the local mall, and people who see it can write down which one they like the most.

All the maps are played in the servers for a week and a half in a random rotation, and people then vote (in a poll on the forums) for which map they like the most (May be reversed to which maps they don't like, or may be five maps they like, or whatever).
Once the votes are tallied, the eleven pieces of art that get the least amount of votes are dropped.
Once the voting has ended (maybe a week?), the eleven maps with the least amount of votes get dropped.
The final round of judging starts. The public may rate each piece of art on a scale of 1 to 7 on a couple different categories, but must rate at least 75% of the total pieces for any of their votes to count. Their votes are worth 40% of the total outcome. A panel of judges who are well taught in the field of art then rate each piece of art on the same categories, but their votes are worth 60% of the total outcome.
The final round of judging starts. The public may rate each map on a scale of 1 to 7 on four categories, but must rate 75% of the total maps for their votes to count (That's 11 maps). Their votes are worth 40% (unless the rules on the OP had different numbers...). But then again, I would love tog o with my original idea a few pages ago and just make everybody say a sentence or two about why they think a map should or should not make it through prelims as they vote on which eleven to drop (or however many). That way it proves that they played each map.
