I would have said the same thing, but the idea is supposedly to put more power into the hands of women in *insert third world country here*. Since, generally, women are treated like second rate citizens at best.
You give a women a cow, she'll feed her family/village, give a man a cow, and he'll turn it into a business and the children still starve.
In order to prevent myself from becoming too depressed, whenever I question the state of the world I use Jupiter as a comparison. Compared to Jupiter we don't look too bad now do we?
The sad fact is that the world has always sucked in general, and trying to improve the lives of billions, while noble and good, is simply too idealistic. We'll never truly reach any kind of utopian society where every country in the world is as developed as Europe and America, because human nature is simply to exploit "them" to help the cause of "us".

I've heard the theory before, and it is relatively idealistic. It would work if we could get off our asses, find some girl (it has to be a girl), and give her a cow, but nobody's willing to fund it.

No one ever looks at the big picture. All this is influenced by who ever is in power. Slap the self proclaimed president(s) of *insert third world country* that pillage their own countries and there would be no need for us to spend money buying other people necessities that usually end up being confiscated by the state anyway.
