I woulda done it like this:
Pros:
-Flames
-more damage the closer you are
-burns enemies
-hits multiple players at once
-burn is about twice as long as pyro burn time (reduces effectiveness of corner spam)
Cons:
-limited range
-No push back
-No secondary fire
-flames have travel time so sentry is easily circle-strafed by faster classes attacking from close corners. (IE pyros)
-zappers deal 20% more DPS due to volatile fluids.
-(Not compatable with wrangler?)
-(explodes on death indescriminately dealing low-moderate damage/setting people on fire?)
stats:
-level 1: 150% range of normal flamethrower
-level 2: 200% range of normal flamethrower
-level 1: 250% range of normal flamethrower
This way the flame thrower SG is more of a support weapon than area denial. demoralises players, confusing them, making it more difficult for spies, makes shooting from a corner less effective unless out ranged. Significantly more dangerous for spies to zap.
I would use the FTSG as an ambush weapon not a legit area-denial weapon.

that seems fair to me. it keeps people using the regular/mini-sentry(s), and doesn't render the pyro useless
