I don't think a necrobump will make it go any faster. It's best just to lose hope (like I did). I'm fairly certain that we'll never see them. To be honest, I don't even know if Valve promised us anything. Apparently there was an e-mail saying that we'd get them, but I never saw it myself.

They are coming - they're working on a system to distribute medals, because there's a LOT of medals that they need to hand out now (artpass, ETF2L highlander and 6v6 leagues, ESL 6v6 leagues, maybe Wireplay 6v6 leagues, LAN events, pub vs pros etc etc)
