Asking for the texture without specifying which one you mean is not going to get you any results, if you want some answers you could either open the vmf and use to texture tool to determine what texture is being used, or double click it with the select tool to find the prop.

There's generally three ways of making railings:
1) Use models. These are generally the best looking, but if you don't have the skills to make models yourself, you're limited to working with the models you're given. Ravidge made a handy pack of conveniently-sized handrail props, which I recommend to anyone and everyone.
2) Use textures. There are a few HL2 textures that look like railings when applied to the sides of horizontal textures. However, they look pretty bad if you get close to them. Granary uses them in areas that aren't close to where players will generally be, which is probably the only place they should be used.
3) Use brushes. These are the most difficult to make, but also provide the most versatility in terms of sizing. You'll want to make sure that you apply playerclip/blockbullets around these to smooth out collisions, and also possibly turning them into a func_brush with solidity turned off so that people can shoot through them. Brush-based railings are somewhat rare, but I was able to find an example in Lumberyard. You'll note that this railing isn't made from a special texture just for railings, but from the same wood texture used on the bridge.
