Either that was under license, or it was community created. I can't find the exact cosmetic, but one I found (https://wiki.teamfortress.com/wiki/Teufort_Knight) wasn't actually Batman, but a fan character (?).

Yeah the Arkham Knight contest was a promotional event to promote Arkham Knight, that item being based off the character. Arkham Knight. It also included the Pocket Villains cosmetic.
