After a 7-8 email conversation with Robin on Fearlezz's little mindgames with Sourcemod, I sent him these questions, two of which were asked by other people in the chat.
And Robin's reply that I just saw today (haven't had good internet luck),
There you have it folks. TL;DR: No changes to One-way Payload HUD, Weapons will have options for both sides of your screen, and Valve hires tall, fast modelers.

Alright, thanks for clearing that up.
Just got some other questions from fellow mappers before I'll leave you alone.
Will/Can the one-way Payload HUD be changed to look like the current Payload Race HUD?
Can the Huntsman viewmodel be mirrored?
Can you personally hug the modeler who made the pine trees with collision models and trunks?
That's all... I guess.

Hi Aeon.
We’re not planning on changing the normal payload hud element. The race version doesn’t really contain any new features that are useful to the base payload. We’re going to let you choose left/right handedness for all weapons. I informed Jakob of my intention to hug him, and he ran away. He’s about 8 foot tall, so he can run pretty fast, unfortunately.
