https://www.dropbox.com/s/nxio0npqwyxm279/pl_cooler_test.bsp?dl=0 is my test release for exclusively this post. With current texturing, I am debating on either changing lighting to be either: brighter or darker (or keep the same and change the angle). The skybox is sawmill , but again, depending on what feedback of env_light should be. I may change skyboxes (again).

    quick backstory:
skybox 1: harvest: Clear a path through a canyon to detonate the power plant at the end of the line
skybox 2: nightfall: (changed for different end) Recent alien activity has prompted BLU to destroy RED's research on the recent ufo crash
skybox 3: Halloween_night: changed lighting slightly
skybox 4: goldrush: return to powerplant
skybox 5: badlands: turned lighting down and set it at evening
skybox 6: sawmill: very late in the day.

I have no idea what you're asking. Are you talking about how bright your environment light should be? Because it should be pretty dang bright, regardless of what setting you're going for, since the most important thing is for players to be able to see eachother, and also what team they're on.

To set a particular tone, you should focus more on the colour of the lighting rather than the brightness. Only exception to this is if your map is set at night (like Pipeline or Nightfall) in which case you can get away with dark environment lighting as long as the gameplay spaces are adequately lit.

Don't worry about skyboxes and light in early versions of your map - they don't matter at that point. Just use sky_tf2_04 (which is a plain blue gradient) and badlands lighting and worry about exact lighting later. Otherwise, you'll probably just be wasting time on a decision you will most likely change later.

Eh... I'll keep working on the brushwork before I bring this up again, and I'm thinking of a late evening desert sky

If you want visual feedback, then you should always include screenshots. People don't like it if they have to download some file, then having to load it up in a program just so they can even determine if they have anything to contribute to the topic or give a damn in general. At least that's my personal experience.

The big reason for that, is paint is being temperamental and also I use Dropbox, which apparently hates image links... I am concerned for the site because of the redirect and posting errors... I hate error no names... (Why does it take 300 seconds between posts?)

You can use http://imgur.com/ to upload images for hotlinking. Dropbox doesn't allow direct links anymore.
