I made a hat model, it's 1 small polygon with a transparent texture. It's beautiful.
Then I edited the items_game.txt file to replace all the hats in the game with my new hat. The end result is a drastic drop in hat visibility in the game.

* If the server allows custom hat models: The sniper, scout, soldier and engineer will equip their default hats. And all other hats are hidden.
* If the server doesn't allow custom hat models: All hats are hidden and the sniper, scout, soldier and engineer will be hatless.
Also! For some reason it won't remove the hat you are wearing, so watching yourself in thirdperson (taunt, humiliation) will still show a hat.
Keep in mind that I made this for myself and I take no responsibility for any form of damage or problems that may arise from adding these models to the game.
It will probably break in the next update (when valve themselves make a update to items_game.txt).
Q: Why does this exist?
A: Because It's getting a bit too much for me. I want a "display hats" toggle option in the game, but until that gets added... this is the next best way.
