MvM Spies and Engineer bots not teleporting

Nah it literally is a distance check, here's the console commands it uses:

tf_bot_engineer_mvm_hint_min_distance_from_bomb : 1300
tf_bot_engineer_mvm_sentry_hint_bomb_backward_range : 3000
tf_bot_engineer_mvm_sentry_hint_bomb_forward_range : 0

That's what I said. That's what I mean when I say "radius". Within a certain distance. Within a circle of a specific radius centered on the bomb.
