From how I read it, it sounds like the vote's to determine which milestone unlocks each.

Man, that would be awesome. I would fully support an equal-across-the-board unlocking of new weapons, NOT tied to frivolous achievements. Such a thought is far too good to be true, though.

I also read it as, "unlock the weapons for everyone" as opposed to "deciding the unlock order."

Sounds like they are experimenting. Whether they are experimenting with sales figures or player enjoyment I'm not sure.

I think one goal of the achievements is to make players play them more...

Crap releasing slowly will cause a way more drawn out scout-class flood.

The 2 shoot round looks kinda gay, it build on TF2 maker ideas of the scout (voiced in the commentary) But seriously 2 shots slow reload, vote that so the we can play as engie and pwn the n00bs class flooding.
