Testing update for VSH Skirmish for winter 2024

-Increased crocodile performance

-Removed clipping on bridge, allowing players to access it, may remove
-Improved clipping near vent
-Updated VSH VScript to version 23w18b

-Removed sound cache file to potentially fix memory issues

-Removed ignominious hole from wall
-Increased speed of Hale's spawn doors

-Added preventative measures to stop Engineers from building teleporters out of bounds
-Removed the audio for Hale's elevator, eliminating hearing the sounds between rounds and in different parts of the map

-Increased speed of office door
