The download is a mod that replaces the texture of the Macabre Web Mk.II War Paint. Put the VPK in your tf/custom folder to replace that War Paint with Destruction Worker.
Note that because the War Paint this mod replaces does not have separate textures for either team, it won't be team-coloured ingame.
