Maybe Valve was planning to do something with it, and cancelled it (like the MvM blimp). I couldn't find much information on it- it doesn't even seem to have a page in the VDC. It's supposedly been around for a while though, as it was added to the VDC List of TF2 entities back in 2014.
Well no code was ever made for it, at least I can't find anything in the decompiled binaries I have on it hence why it says it's an unknown entity, nobody knows what it is, or what it was supposed to be.
