This announcement was posted in the TF2M Discord by Idolon:

Do not visit the VDC (valve dev wiki) until further notice. Word is there are bots adding potentially malicious XSS (cross-site scripting) to images that may try to download executables. Valve has already been e-mailed about it.

I suspect the site is down for maintenance as they attempt to fix this issue. If you need info from the VDC, I recommend using the wayback machine.
