I'm not sure you'll be getting much attention for this, most mappers are either burnt out/busy/in anticipation of the next major contest to participate, and the idea seems very sluggish and difficult. With no size limit most mappers will spend AGES on it, either destroying the chances of mappers with less time, or being a massive waste of their own time.

Your contest requirements arn't very definitive. It also doesn't sound very organised in the long run.

Defining a specific goal and stricter rules will give people something 'proper' to aim for and increase the success of more entry's than otherwise. Experience has shown that giving people full artistic freedom is more detrimental to the creative process than even strictest limitations. People are never sure what to make and a lot of out comes are sloppy and un-focused.
