Should the unreleased console version content updates be considered lost media?

You guys may had heard many years ago about Valve planning to release the PC-exclusive content to the Xbox 360 version of Team Fortress 2 on The Orange Box back in 2007-2009, while the PS3 version of Team Fortress 2 on The Orange Box only got updated once (as Valve outsourced that version to an EA studio in the UK, and didn't have a PS3 team inhouse until 2011 with Portal 2).

However, likely because of the cost of patching on the Xbox Live platform at the time ($40,000: at least officially confirmed by Phil Fish: the creator of Fez, and then-indie developer now Microsoft-owned Double Fine back in 2012), Valve cancelled plans to release the PC-exclusive content on Xbox 360 sometime around 2010 (likely to start releasing their games on other platforms like macOS: then know as OS X)

Although not officially likely or confirmed, Valve likely disbanded their console game development team after the release of Counter-Strike: Global Offensive in 2012.

While modding on the PS3 and Xbox 360 versions is possible after Valve's official support ended, nothing of Valve's official console version content updates has ever surfaced in pre-release videos and screenshots.

I've seen a video were someone added on cp_orange_x3 to the Xbox 360 version of The Orange Box via modding, so here's what any new content could had looked like if they were officially released:
