Koth points system?

I've noticed on koth maps, there's a "best to 2" system in place. Where after holding the point for the full 3 minutes, the winning team gets a point added to the scoreboard and the round ends. If one team manages to capture twice, then they win the whole match. I've been trying to figure out how to do that, but I'm not having much luck.

Is this possible to do in hammer? Or is this something done by valve casual servers?
