Title is self explanatory. I've never really been able to figure out that tool.

Stretch your brushes around by dragging the vertices to new locations.

The vertex edit tool is pretty self-explanitory. I mostly use it for resizing specific areas together (since you can edit multiple vertexes and brushes at the same time).

And always remember: you can't make concave shapes!

The vertex tool, mainly, is used to create ramps, roofs, and angled walls. Try to stick to easy slopes (1:1, 1:2, etc) to avoid geometry that is off grid.

So how would I go about making realistic looking cliffs? Is that requiring a different tool?

Realistic looking cliffs (and natural ground) is done with displacements. Here is a video.
