This happens semi-frequently to many people. Only thing you can do is wait it out, maybe restart steam or your computer/router (which might resolve the problem faster than just waiting).

Make sure your TF2 is up to date, sometimes you can't connect to servers becasue clients/servers are updating. Valve tend to release ninja updates sometimes.

Worst case scenario is you'll have to pick up another game for 20 mins before returning to TF2.

Yes, STEAM updates automatically; sometimes it just takes a while to complete or the download gets paused for some reason. If you run a game online, STEAM will usually automatically pause all downloads so as not to cause bandwidth issues. So starting TF2 prematurely can hault its update; though usually STEAM wont let you run a game that isn't up to date, sometimes i've noticed it'll load up regardless (perhaps for smaller ninja updates) and you have to figure out eventually that TF2 needs some time to complete an update before it'll run properly.

You can resume paused downloads from your games library within the steam browser app.

Probably not a firewall or whatever since he can actually see the servers. Firewalls would stop all the outboud/inbound activity.

Yea, are you sure you're not thinking of administrative function? The firewall blocks certain ports until they're needed and HL2's are usually opened automatically when you install the game and run any one of its mods. Some people have to do it manually because that's how they've configured their computer to work but it'd apply for all 27015/27020 ports when running hl2.exe.

Yea, VAC will kick/block you if you torrent, that was your issue.

EDIT: Also, why torrent a free game?
