Yeah, you have levelling up too. The more missions you do, the more known you are and your respect increases, which unlocks new weapons, cars, decals, upgrades, clothing etc.

I played yesterday. It was meh when I was doing all the beginning non-combat missions and then I got to a combat mission and it was pretty bad. The shooting is janky but I don't think that is the problem, the problem is that the design of the city doesn't really work with the kinds of missions they give you.
