There is. It's US federal law and thus any website operating under the US needs to follow it. We could theoretically be held accountable if we are found knowingly letting <13 yr olds operate without parental permission.
Technically, Google operates or should operate on the system where children under 13 can get a google account but only with parental consent via other accounts; however, the issue is that you can fake a date of birth and other bits of information, which is often how people (like my younger brother under 13 and initially myself) have been able to create accounts on Twitter and several other sites.Now if only youtube channels strictly followed those guidelines...
