-raised the spawn timer of red team to 7 seconds (up from 6) on the first point after blu gets half way to the point
-made health more accessible and plentiful to the blu team on B point in response to feedback
once again fixing a semi-major game breaking issue

-fixed various displacement seams and sticky
-out bits from B3
-lots of optimization!
-lots of detailing! (mostly lighting fixes, changes, optimizations)
-ACTUALLY finished the cart track
-out of bounds detailing changes
-added decals & signs!
-lots of displacement work
-replaced lots of blockbullets with playerclip to maintain material specific bullet holes
-made every walkable roof a func_detail rather than a collision-less func_brush

-added a ceiling arch in the 1st point cave

-replaced the box jump outside of blu spawn to a ramp and a platform

[Stage 3]
-added a small health-kit to the platform outside of blu spawn
-reverted the spawn timer back to its original time for after the first points gets captured
-adjusted last point's spectator camera
-fixed blu's first spawn room not being disabled after capping 2nd

-blocked off half of one of the roofs that you can stand on just before last in an attempt to slightly nerf sniper and other classes

-lowered the red respawn time after the first point was captured
-disabled the stage 3 red spawn teleport and instead let red team leave their first spawn-room as normal after the first point is capped
-made the red spawn teleport only enable after 60 seconds after the first point is captured, instead of instantly
