why is this happening?

the map project is an island in the middle of the ocean. the skybox is just supposed to be water all around except for a ship loading dock. everyhting works perfectly, except for this

when seen from the water level they both look okay, but when seen from above the skybox water looks different than the map water.
it looks like the skybox is reflecting something darker than the sky that the map water is reflecting.
help!

They aren't using the same cubemaps and/or the two fog settings aren't set up properly.

I have this issue in Hoover too.

I'm sure my fog settings match. But I never tied the water to a cubemap. Have to try that.
