What does this parameter do?

I know that's supposed to change the UI, but how does it work specifically?

More specifically it changes the location of the control point "boxes" on the screen. I used these parameters to alter the position of my control points in the HUD of Pipeball Ultra. X controlls how far left or right your control points are on the screen, Y controls how far up or down they appear.
