now running compile checker, it says sky_gravel_01 isn't a valid skybox texture, which it is.
also it is saying that I'm not running VRAD, which I am, so whats going on here?

The skybox error is an erroneous error. Ignore it, it's just valve being lazy. And it is a worthless thing to note anyway. It's about the default cubemaps. You never want default cubemaps, you just build them for real.

As for vvis and vrad not being run, they should each be outputting a bunch of lines in the log. They are not.

I get the same problem. It's worth noting I had to perform a PC reset, but I've reinstalled TF2 and all files appear to be intact.
Both vvis.exe and vrad.exe are present in Team Fortress 2 > bin, but apparently can't be run according to the compile log.

ok removed cubemap, what should I do for vvis and vrad? I also recently wiped my pc as well.

Look, your problem doesn't lie with your map in any way. You can ignore that cubemap error, and you do want cubemaps, otherwise your reflections will be based on the default HL2 skybox texture which of course will look bad in your TF2 map. They're not required for water though, but VVIS most definitely is. That stage isn't running because the compiler can't load the necessary dll, even though it's there. You can try verifying the game cache after closing everything TF2 related, you can try deleting the dll files in the folder they're in and then verify the game cache so you know for sure you're getting fresh ones, and if that doesn't work you can also try uninstalling TF2 via Steam (after backing up your mapping files and materials/models/etc folders if you installed custom content, then navigate to the common folder in c:\program files (x86)\steam\steamapps\common and delete the entire Team Fortress 2 folder and then reinstall the game, and if that doesn't fix it, shoot an email at Valve here and describe the problem to them in the utmost detail you can so that they can maybe fix it in a future update. It's not just TF2, since september more Source mappers are running into this issue. If you Google "can't load vvis_dll.dll" you'll see a pretty large number of people having issues with the vvis_dll.dll and vrad_dll.dll errors. Dig into some other threads on the Steam forums or Reddit (all of which will show up in that Google search), some people found multiple ways to temporarily fix it (or permanently for the lucky ones).

I mentioned this before in a status post, but the issue might be the thing that they recently fixed for CSGO mappers:

Removed an unintentional dependency on Dynamic C Runtime in vvis map compiler, which should fix map compilation problems in some recent installations.

woohoo! I fixed it!
I installed Microsoft visual C++ or something, and now it works. yey
