What is a preliminary vote?
The goal of the preliminary vote is to reduce the number of competing entries to something more manageable. In short, the preliminary voting period will last for a maximum of 2 weeks, I will make it very clear if when I'm going to close this vote, don't worry. During this time the community is asked to play as many of the entries as they can, testing all of them is obviously preferable.
During this period you are able to make a list of up to 10 entries that you feel are suited to go on to the final vote. The preliminary voting does not involve any scoring of the entries.
I never heard about there being a preliminary vote!
You're right, this is something I decided to do because I was overwhelmed by the amount of entries.

What is the preliminary vote good for?
To reduce the amount of competing entries down to a more manageable size. These contests are for the community, and largely dependent on the community as well. To keep things running smoothly the number of entries that go on to the full scrutiny of the final judging process has to be kept within a reasonable number.
Testing and analyzing maps take a great deal of time, even more so when you have to put your playing experience into numbers and explanations. Sadly we don't have unlimited time or manpower (who is willing to spend infinite time on judging), so we have to make a compromise somewhere.
How do I participate in this vote?
Post in this very thread! As mentioned earlier, you make a post, and list up to 10 contest entry maps that you think should proceed to the final voting.
However, take some time and play as many of the entries as you can before making your decision.
The order you list the maps doesn't matter. You're not supposed to put a score on the maps in the preliminary voting, just create a simple list of your favorite entries.

Join our steamgroup for notifications when we run scheduled tests.
