Shiny wood is used all over in Mann Manor to give a polished hardwood floor look. With cubemaps built it doesn't stand out nearly as much as when it has purple checkerboard on it. It also bounces yellowed lighting very naturally. Given how the screenshot is heavily inspired by Mann Manor, they are probably going for that look.
Edit: @basilhs333 As a detail tip, the underside of the balcony area would not be polished floorboard, there are similar textures that don't have the sheen to it that you can use for the duller, rougher and less likely to be cleaned areas. wood_floor002 for example.
You do know that there can be wood coated with varnish or lac, that gives the wood glowing surface and also protects the wood from wear and tear? Ingame it also gives a nice lighting help for the floors like leprecan said. While wood usually doesn't shine, it will if it has coating on it.
The real answer to this original question, by the way, is that originally the wood was not shiny and Valve changed YM and Rexy's texture before adding it to the game.
Huh, never knew that! The rooms would look a lot less fancy without the shiny look, were there any other aesthetic changes that Valve made with the original work?
