Heh, the Disciplinary Action nerf only applies to the whipped target. As the whipper you're still getting a 3-4 second long speed boost.

So,a friend of mine is telling you can't dominate someone if you're playing in the Casual Mode.

I got dominated in Casual Mode, your friend is probably wrong.
