No, it's because the clouds are taken from trainyard and I thought I upscaled them from 512x512 to 1024x1024 to fit on sky_outpost.
Turns out it's just because you don't notice the banding on trainyard because it's mainly a light pale blue but you do on outpost because it's darker with more colour variation. Either way, needs reauthoring.
