changed around ammo a bit to better suit spies
fixed up a bunch of minor issues (thanks JackyLegs for most of these):
- made most fence and window clips blockbullets for more consistent splash damage
- clipped a few bits i missed earlier
- remade the spawns to be more in-line with product and other comp koth maps

- hotfix for a bug that let red team enter blu spawn (thanks clark for the heads up)
