Material issue with a custom liquid

I'm working on making a custom material texture for a map and I'm struggling a bit to get the actual texture to appear. I'm looking to give the material the properties of both water and lava. I don't quite fully know what I'm doing, but I'm really close to doing it.

The problem is the texture looks like this in hammer (see image below), doesn't seem to move or anything. The texture I made and defined in $baseTexture doesn't show up, so either doesn't work, or I messed something up in one of the other textures while making this.

So far what I've done is edited and copied the lava and water VMF file data into a new VMF file. I adjusted color values and re-defined textures to hopefully fit what would be necessary for making this work.

One theory as to why the texture is still, is that the default water texture is animated. So my texture not being animated means that nothing is happening. My best theory is that something is wrong in the VMF File, and it's broken. (I'm more inclined to suspect the second theory because not even the texture scroll seems to be working)

If anyone wants it, I can provide the VMF file data for the custom texture.
