When creating custom models in blender, how can you make then to conform to a very specific size in game? And is it possible to make them with multiple different textures, such as a polished steel and a rough bar texture?

One unit in blender is one unit in hammer, unless you specify scale in the QC.
Second question: do you mean skins (variants of the entire texture) or using multiple materials on the same model? Both are possible.

I Mean multiple materials on one model

Just assign different materials to different faces of the object/group you need in Blender, and as you probably know, name of material = name of the VMT, so name the two materials differently and it'll work.
Mind that surfaceprop is still set model-wise.
